Collaboration on EU ETS and FuelEU Maritime compliance support

OceanScore and Anglo-Eastern Univan Group are working together to support compliance with the European Union Emissions Trading System (EU ETS) and FuelEU Maritime regulations across vessels under Anglo-Eastern’s management.

The cooperation began in mid-2025 as part of Anglo-Eastern’s broader preparations ahead of the phased introduction of new decarbonisation requirements. The focus of the collaboration is on establishing consistent processes for data management, cost allocation and regulatory reporting across a diverse fleet and ownership base.

For large third-party ship managers, EU ETS and FuelEU Maritime introduce additional administrative and coordination requirements, particularly where vessels operate under different charter arrangements and ownership structures. Anglo-Eastern identified the need for a digital system that could support these processes in a structured and auditable manner.

OceanScore’s Compliance Manager platform is being used to support SHIPMAN-aligned cost allocation, charter party interpretation, invoicing processes, verification tracking and visibility of emissions exposure within a single system.

“EU ETS compliance involves more than emissions calculations alone,” said Torbjorn Dimblad, Chief Information Officer at Anglo-Eastern. “Our objective was to put in place processes that are consistent, transparent and scalable across fleets and stakeholders.”

EU ETS and FuelEU Maritime place particular demands on shipping companies with operational and decision-making centres outside Europe. OceanScore supports its clients through teams based in Europe and Asia, including offices in Singapore and Japan, to align regulatory interpretation with local commercial and operational decision-making.

“Time zones, chartering practices and commercial structures all influence how compliance is managed in practice,” said Leo Grayson, Head of APAC at OceanScore. “Our role is to support clients in navigating those practical interfaces between regulation and operations.”

Both companies emphasise the importance of transparency, predictable workflows and clear accountability as regulatory requirements evolve.

“Having defined processes and reliable data flows is essential when managing compliance across large and varied fleets,” said Albrecht Grell, Managing Director of OceanScore. “The collaboration with Anglo-Eastern has focused on implementation discipline as much as regulatory interpretation.”

Since onboarding began in June 2025, the collaboration has focused on system configuration, data integration and process alignment across relevant teams. “As implementation progressed, access to specialist support and the ability to resolve issues across time zones has been important,” said Capt. Mrugeshkumar Balasubramanian, Carbon Services Manager at Anglo-Eastern.

As EU ETS requirements expand in scope and additional schemes such as the UK ETS are introduced, Anglo-Eastern and OceanScore are continuing to develop forecasting tools and system integrations to support future compliance needs.
